Ernesto Valverde has prioritised a new striker this summer as Barcelona seek back-up for Luis Suarezand they have been linked with various players.
According to report, talks to sign Rodrigo, 28, are progressing after Barcelona agreed to pay the fee to release him from his contract at the Mestalla, which runs until 2022.
Brazil-born Rodrigo scored 15 goals and contributed 10 assists in all competitions last season with the latter part of that seen as more important to Valverde, who wants variety and versatility from his forwards.
He has scored five goals in 17 outings for Spain, including one against England at Wembley in last year's UEFA Nations League fixture.
Moreno scored what proved to be the winning goal against Barcelona in last week's Copa del Rey final.
Barcelona may include a player as part-exchange for Rodrigo, who joined Valencia from Benfica in 2015 and has scored 51 times in 185 matches since.
Jasper Cillessen and Denis Suarez are names in the frame to join Valencia in an effort to drive down the asking price.
